Professor Paweł Wojciechowski is an economist with experience in academia, business, and government. From 2006 to 2020, he served as Minister of Finance, Deputy Minister of Foreign Affairs, President of the Polish Foreign Investment Agency, Ambassador to the OECD, and Chief Economist of the Social Insurance Institution (ZUS).

In the years 1999-2005 he was the president of PTE Allianz Polska, previously he was the president of two other financial market companies and the director of the Polish Development Bank.

At various times in his career, he had the opportunity to lecture at American and Polish universities, including Harvard Kennedy School, John Carroll University, and Leon Koźmiński Academy.

He graduated with a degree in economics from John Carroll University, completed doctoral studies at Case Western Reserve University, and received his PhD from the Systems Research Institute of the Polish Academy of Sciences.

Currently, he divides his time between various activities. For several years, he has been a director at the London-based consulting firm Whiteshield Partners, coordinator of the European Rhine-Alpine Transport Corridor (EU), and a professor at the Polish University of Warsaw. Last year, he joined the Poland 2050 movement as chief economic advisor to Szymon Hołownia.

A graduate of the Jarosław Dąbrowski Military University of Technology in Warsaw, majoring in Electronics and Telecommunications, and the Polish-Japanese Academy of Information Technology, majoring in Cybersecurity. An officer with extensive experience in cybersecurity, communications, and IT, particularly in organizing and conducting IT security incident handling processes and IT system security testing, he has actively participated in the design and implementation of IT systems to ensure the required level of cybersecurity, as well as in organizing and conducting cyber threat intelligence (CTI). He co-created and managed the Security Operations Center (SOC) in the Military Counterintelligence Service. Representing the Ministry of National Defense, he co-created the National Cybersecurity System. He holds the GIAC Information Security Professional (GISP) and Certified Ethical Hacker (CEH) certificates, among others.

He specializes in electronic communications law and has unique experience in emerging aspects of telecommunications law, such as the qualification of content delivery networks, the obligations of IoT/M2M, A2P, and CPaaS platform providers, and the regulatory framework for satellite communications.

He advises on matters related to the interference of the President of the Office of Electronic Communications (UKE) in the operations of telecommunications companies. He supports entities affected by specific regulations governing electronically supplied services, including over-the-top (OTT) devices, and acquisitions of telecommunications companies. In his ongoing work, he works on implementing the Electronic Communications Law for businesses and supports chambers of commerce in the legislative process.

In previous years, he served as a member of the Working Group for Telecommunications Development established by the Ministry of Digital Affairs, an arbitrator at the Permanent Consumer Arbitration Court affiliated with the President of the Office of Electronic Communications, and chaired the "Legislation" subgroup within the IoT Group established by the Minister of Digital Affairs. He is currently an expert on the Working Group for AI, IoT, and Disruptive Technologies. In his consulting work, he often combines his telecommunications expertise with his economics education.

He has extensive experience in creating and commercializing digital identity solutions and open-source products (CAMARA), with a particular emphasis on delivering solutions that enhance the security of digital transactions, optimize existing digital business processes such as KYC, AML, and anti-fraud, and deliver digital user identities while ensuring the highest standards of security and privacy. Dawid played a key role in the development of the GSMA Mobile Connect specification, which introduced secure and easy-to-use digital identity transfer, and in the development of the Mobile ID Gateway platform at Deutsche Telekom, in line with global specifications and standards (Mobile Connect, CAMARA).
His hobby is developing mobile applications, supporting local initiatives in the pursuit of digitalization. With a passion for programming and technological innovation, Dawid constantly strives to develop solutions that improve user experience and ensure security in the digital world. In his free time, he enjoys spending time with his family and playing guitar as a member of a local rock band.
