Sławomir Cieśliński,
born in 1951, was born by the sea but has lived in Warsaw for over 60 years.
A historian by training (graduate of the University of Warsaw), his passion for the sea led him to serve for many years as a journalist and publisher of the monthly "MORZE" and an advisor to the Minister of Maritime Economy. After 1989, he held management positions in Polish and international media, advertising, and printing companies (including TVP, as a representative of Bertelsmann in Poland, Europlakat Polska, and "RUCH" SA).
He co-founded and then served as president of ELKART Electronic Card Systems from 1999 to 2001.
Since 2001, he has organized the "KARTA" Conference (renamed "Central European Electronic Card" in 2008 and "Central European Digital Payments" in 2017), the "Polish Cards and Systems" conference series since 2006, the "CommonSign" Conference in 2011, in cooperation with the Institute of Mathematical Machines and currently NASK, and the Digital Money & Blockchain Forum since 2014. In 2016, he organized the No Cash Day conference, which in 2017 became the Cashless Poland Forum.
He is a founding member of the Banking Technology Forum at the Polish Bank Association. He has been the
publisher of the "Polish Cards" Almanac since 2009.
Medien Service Sławomir Cieśliński (founded in 1990) is a member of the Polish Chamber of Information Technology and Telecommunications. Sławomir Cieśliński currently serves as Vice-Chairman of the FinTech Committee and Vice-Chairman of the SMART Committee. Sławomir Cieśliński is also a member of the Polish Information Processing Society, the Association of Medical Software Developers, and the Polish Chamber of Medical Informatics. Since 2015, he has also been a member of the Presidium of the Coalition for Cashless Transactions and Micropayments.
As Medien Service, he promotes cashless transactions, e-economy, e-government, and e-health. He is a lobbyist for common sense.
During the 12th Electronic Economy Congress, he was awarded the "Ambassador of Electronic Economy 2016" award, and in October 2019, he received the medal "For Merit to the Development of the Faculty of Economic Sciences and Management" from Nicolaus Copernicus University in Toruń.

After 1989 he held executive posts in Polish and foreign companies active in media, advertising and print industry (eg Polish Television, representative of Bertelsmann in Poland, “Europlakat Polska”, “RUCH” SA).
He was one of the founders and later in 1999-2001 the President of ELKART Electronic Card Systems.
Since 2001 he has organized "KARTA" Conference (since 2008 under the name "Central European Electronic Card", since 2017 - "Central European Digital Payments"), and since 2006 - conference series "Polish Cards and Systems". In 2011, together with the Institute of Mathematical Machines he launched the Polish Interoperability Test for Electronic Signature (this event was renamed to CommonSign Warsaw in 2012). In 2014 Medien Service launched Digital Money & Blockchain Forum.
He is a founding member of Bank Technology Forum (launched 2004), a body of Polish Bank Association.
Since 2009 Medien Service is also the editor of Polish Cards Almanac.

He holds a degree in Finance and Accounting from the Warsaw School of Economics and a degree in Management and Production Engineering from the Warsaw University of Life Sciences. He also completed doctoral studies at the College of Business Administration at the Warsaw School of Economics. During his studies, he held a scholarship in Industrial and Mechanical Engineering at Vitus Bering University College. He is also a graduate of the ARGO Top Public Executive management training program (equivalent to the Advanced Management Program), implemented by IESE Business School and the National School of Public Administration.

He began his professional career participating in projects involving the audit of financial statements of financial institutions, business valuations, and the detection of financial crime and fraud. He then prepared economic, market, and sector analyses, as well as economic forecasts.

He worked at the Chancellery of the Prime Minister, and then at the Ministry of Entrepreneurship and Technology, where he served as director of the Department of Economic Analysis until August 25, 2019.

From August 26, 2019 to January 26, 2020, he served as Vice-President of the Office of Competition and Consumer Protection.

He has teaching and research experience – he is an academic teacher at the Warsaw School of Economics.

Married, has four children.

The Prime Minister appointed Tomasz Chróstny to the position of President of the Office of Competition and Consumer Protection on January 27, 2020.
