Polish Chamber of Electronic Communications

is a policy officer in digital finance in DG FISMA in the European Commission. Raphael works on the legislative negotiations on the proposed regulation for a framework on financial data access (FIDA) as well as the proposed regulation on the establishment of the digital euro. Prior to the European Commission, he worked in the European Parliament as an adviser to the Chairman of the Internal Market and Consumer Protection (IMCO) committee.

He began his career in economics and business at the Ukrainian Ministry of Economy's advisory body (the Ukrainian Bureau for Export Development). He then worked his way up from specialist to deputy director of the state-owned institution, the Bureau for Entrepreneurship and Export Development. 

Currently, he is responsible for the development of strategic services of the largest national association of IT companies in Ukraine, as well as for international activities, foreign partnerships, and the participation of the Ukrainian IT sector in the largest technology fairs in the world.

He holds a master's degree in economics and graduated from the Leon Kozminski University in Warsaw.
