On September 18, 2020, he was appointed President of the Office of Electronic Communications by the Sejm of the Republic of Poland.
A researcher and manager, for many years he combined teaching with directorial positions in the Department of Computer Science at the Wrocław University of Science and Technology and at the Wrocław Networking and Supercomputing Center.
His professional interests focus on the technical, business and legal aspects of telecommunications services and ICT networks, as well as the development of the Internet, the convergence of telecommunications, IT and media, and the problems of the information society.
From 1998 to 2002, he worked at Telefonia Lokalna SA in Wrocław, including as director of the Data Transmission Network Department. From 2004 to 2005, he was a member of the management board of TK 3 sp. z o.o.; from 2005 to 2008, he was a member of the management board and director of the Technology Department at Tele Video Media sp. z o.o. (later transformed into Avista Media sp. z o.o.); and from 2008 to 2009, he was director of the Technology Department at Telefonia DIALOG SA.
Associate Professor at Wrocław University of Science and Technology. Director of the University's Computer Science Department since 2009, Director of the Wrocław Networking and Supercomputing Center since 2010, Director of the Computer Science Department since 2018, and Deputy Chancellor of Wrocław University of Science and Technology for Computer Science.
During his career, he has managed projects such as "Cybersecurity for the Economy of the Future", "Specialized Polish Scientific Infrastructure for Research Laboratories (SPIN-LAB)" and "Cloud Computing – new technologies in the educational offer of the Wrocław University of Science and Technology", and is the author of numerous scientific publications.
He holds a Ph.D. in electronics engineering, specializing in telecommunications. He completed a project management course at The George Washington University School of Business and Public Management.
